Dear Client/Issuer:

Recently, the Depository Trust Company ("DTC") released an important notice advising issuers about some changes being made to their Security Position Reports. Effective January 15, 2004, DTC will no longer accept hard copy requests for these types of reports. Issuers now must register with DTC in order to receive position listings or authorize the release of listings to their Transfer Agents, Tabulators and Proxy Solicitors. We ask that you register as soon as possible in order to avoid delays in recording street votes for your annual meeting. DTC Security Position Report Procedures

Issuer must initially fax the meeting information (dates & cusip info) on company letterhead to DTC proxy department at (212) 855-5183.
Issuer must register with DTC at www.dtc.org. Click on Security Position Reports/Proxy.
Issuer must email WST the name & email address associated with the registration.
WST will add Issuer to the Eligible Issue List at www.dtc.org. Click on Security Position Reports/Proxy. Scroll down to Use Online & Sign In.
An email will be sent to the Issuer by DTC requesting approval to add WST to the Eligible Issue List.
Issuer must log back into www.dtc.org. Click on Security Position Reports/Proxy. Scroll down to Use Online & Sign In. Click on Agent Authorizations to authorize WST to request & receive position listings.

Notes: *Steps 2 - 6 are only required upon initial registration. Only if there is a cusip change with your company, will you have to re-register. Therefore, only step #6 will have to be followed in accordance with the next shareholder meeting.
